District 13 needs Katniss as their symbol of revolution, to be their Mockingjay.  Katniss uses the chance to bring Peeta back and protect the other tributes as well.
I’m going to be the Mockingjay.

And the uprisings begin everywhere. President Snow, Panem’s president doesn’t like the idea of revolution that Katniss has caused. He forced Katniss to convince him about the love thingy between her and Peeta. He knew it was a lie, and he wants Katniss to continue her lies. Even it means, she will hurt Gale.
